We dig out, lay and compact a sub-base, put a geotextile membrane over it, and restrain every open edge before the decorative stone goes down. That keeps the gravel out of the subsoil, stops weeds pushing up through it, and keeps the stone at the depth it should be rather than letting it migrate into ruts.
